Motivating ALL our Employees

We are a medium sized manufacturer located near a small rural town. Our office, supervisory, and full time staff are highly motivated, skilled, and do an excellent job. However, our production workers, for the most part, are seen by most managers as not "company people", are poorly motivated, and Gophers (they will do as asked, but quickly run out of steam and stop until a manager gives them a new task). Due to the cyclic, on & off nature of our business, we normally don't have regularly scheduled production shifts, but call the workers in when we have a production order. They will keep working as long as we have orders to fill, then go home awaiting another call to work. I believe that it is possible to motivate even these people, but I'm not sure how to proceed. Can you help with any ideas?
